Medicaid and Medical Assistance
Medicaid and Medical Assistance provide low-income individuals with health insurance coverage for a wide-range of services, depending on:
- Age
- Financial circumstances
- Family situation or living arrangements.
Medicaid services are delivered through:
- Health care providers accessed directly using your Medicaid card or
- A Medicaid Managed Care Plan if you are enrolled in one.

Apply for Medical Assistance
Depending on your circumstances, you may have to apply through the NY State of Health marketplace or the Westchester County Department of Social Services.

Medicaid Managed Care
Most Medical Assistance in Westchester is provided through Medicaid Managed Care.
When you enroll in a managed care plan, you:
- Select a regular doctor, called a primary care practitioner (PCP), who is responsible for coordinating your health care.
- Your PCP will refer you to specialists or other health care providers or procedures as necessary.
- It is usually required that you select health care providers from the managed care plan's network of professionals and hospitals.

Other Health Insurance Options
If you are not eligible for Medicaid, you or a family member may qualify for other low-cost health insurance options.
Low-cost options may be available through the NY State of Health Marketplace for those above Medicaid income levels

The Medicaid Buy-In Program offers coverage to people with disabilities who are working and earning more than the allowable limits for regular Medicaid.
Applications for the Medicaid Buy-In Program should be filed at the district office serving your area.
The Excess Income Program allows individuals to qualify for Medicaid by spending down their income on qualifying medical expenses until they reach Medicaid income limits.
It is like a deductible.
If you are eligible for Medicaid except for having excess income and you can show that you have medical bills equal to your excess income in a particular month, Medicaid will pay your additional medical bills beyond that for the rest of that month.
This includes:
- outpatient care
- doctor and dental visits
- lab tests
- prescription drugs
- long-term care in the community such as home care and assisted living

The FPBP is intended to increase access to confidential family planning services and to enable teens, women, and men of childbearing age to prevent and/or reduce the incidence of unintentional pregnancies.
You may still be eligible for the FPBP if you are already covered by other health insurance but wish to apply only for Family Planning Services coverage.
You may choose to apply only for the Family Planning Benefit Program and not to apply for Medicaid/Child Health Plus comprehensive public health insurance coverage.
